I had this replacement for the famous old SAY WB-tool on my harddisk for 
years. I found it was not available on AmiNET.

It's the best speech tool I have seen untill now. It features all speech 
control option through sliders and checkboxes.


Explanation of some advanced parameters (pitch, rate,etc should be clear):

A1adj         Formant 1 amplitude adjustment in decibels
                (crackles if (A1adj+AVbias)>1
A2adj         Formant 2 amplitude adjustment in decibels
A3adj         Formant 3 amplitude adjustment in decibels
F1adj         Formant 1 frequency adjustment in 5% steps
F2adj         Formant 2 frequency adjustment in 5% steps
F3adj         Formant 3 frequency adjustment in 5% steps
F0enthus      accent controlled pitch modulation factor
                (values greater than 32 can produce a crying effect)
articulate    Transition time multiplier
F0perturb     Amount random pitch modulation (perturbation).
AVbias        Vowel amplitude bias
AFbias        Fricative amplitude bias
