Limits:   Only for standard iff/ilbm pics
  
Long:     Compiles into a CLI picture scaling command
          Available Options:
          User can specify target X and Y sizes in pixels
          or as a percentage of the original size
          Proportional scaling can also be used
          The resized pic can also be trimmed to
          a target X and Y size

Shows:    Scaling & trimming bitmaps
          Checking for a valid ilbm picture file
          Checking for enough chip ram before loading pics
