This little CLI utility allows you to list files in an area, list users
with access to an area, kill orphaned .fd files in an area, rebuild the
QuickFile listing etc.

This fixes a silly bug that was in version 0.95 where a rebuilt quick
file listing (file.dat) did not have the description and filename
strings terminated if they happened to overrun. This confused DLG and
made it fall over in all sorts of ways when a quick file listing was
requested... Thanks to Sean Clarke for bring it to my attention.
